However, a dramatic surge in female enrollments in engineering schools is now taking place. 1 The time lag before this increase can be expected to appear in the supply of women doctorates is 8-9 years, and thus at a date in the 1990s. 2 In 1981 the percentages of women among new doctorates awarded were: physical sciences, 12 percent; engineering, 4 percent; life sciences, 26 percent; and social sciences, 36 percent.

We wish to record our urgent recommendation that potential new programs growing out of this concern be developed with careful regard to the equitable participation of female and minority students at all levels and from the beginning. In particular, Congressional authorization of such programs and potential state initiatives should include explicit support for such participation in the distribution of public funds. It is important to insure that every young person has the opportunity to assess his or her interest and talent for advanced study in mathematics and the sciences and for the pursuit of professions based on these fields, in order to insure that in the long term the best talent will be available in the advancement of science and in its application to national needs.
