In the 1960s, nevertheless, major changes began to occur and a new 'critical generation' of young Germans began to challenge the old shibboleths of the 1950s, including a major assumption of the previous half century, namely that the struggle of the German nation for 'a place in the sun', for European hegemony, or even just for survival took precedence over all other demands for social modernisation: equality for women and youth, democracy at work, at school, and in the family, and true individual freedom for all kinds of dependents and suppressed minorities.

Today's Germans are not looking for a Sonderweg. The Political Relevance of Identity 'Germany? But where is it? I do not know how to find the country', wrote the eighteenth century poet, Friedrich von Schiller, one of the first of a long series of Germans agonising over the question of German identity. In an age of national movements and new nationstates, the German quest for identity may not at first glance have seemed to be a wild goose chase, or a quixotic pursuit of the impossible. The geographical perplexities and the catastrophic results of the German campaign for European hegemony and racial empire alone, however, have brought the Germans back to far more limited and pragmatic visions of a divided rump Germany or, more precisely, two rather incompatible German states within as greatly reduced national territory, each tied to opposing superpower blocs.

The SPD-led government in the 1970s faced a hostile majority of CDU-CSU governed Lander which Gordon Smith 37 made acceptable compromises difficult to achieve. After 1982, the CDU was again in a favourable position, but in the later 1980s a string of SPD victories in the Lander altered the balance considerably. 1). This trend almost led to a switch in the Bundesrat majority when, late in 1988, the SPD came within an ace of unseating the CDU in Lower Saxony on a motion of censure. But, whatever the formal majority, any Land government will be sure to consider its own interests when these clash with the views of its federal party.
