Until relatively recently, the production of basic goods, mostly needed for relatively short-term survival, absorbed the vast majority of human labor, and supported a small tip of leisure, culture, art, and other nonproductive pursuits. Today, the more developed a society is, the more this ancient pattern is turned upside down. In the United States at least, the PPP phenomenon resulted in a mere 20 per cent of the labor force in 1983 engaged in some form of primary production, and the agricultural sector (as of circa 1984) was down to only 5 per cent of the labor force, and thus constituted only 25 per cent of the productive labor force.

When the social policy has attained a near-certain probability of prevailing —there will be no shortage of people who are perfectly willing to carry it out, regardless of what it may be. If the policy is to execute millions, there will be no difficulty finding vast numbers of people who will carry out the executions—especially if, in return for their cooperation, they receive money, prestige or power.
